All U.S. employers must properly complete Form I-9 for each individual they hire for employment in the United States. For example, an employer could I-9 form not refuse to hire a candidate because his I-9 revealed that he was a non-citizen rather than a U.S. citizen. For this reason some immigration lawyers advise companies to avoid requiring an I-9 until a candidate is hired rather than risk a lawsuit. As another example, a company could not insist that an employee provide a passport rather than, say, a driver’s license and social security card.
A new or revised eARM form is not needed for current I-9 verifiers in order to complete the Compliance Training. For certain VISA types the work authorization document must be recorded as a third document. Please refer to column E of the I-9 Document Matrix for more information. The I-9 process forpermanent SHRA, EHRA non-faculty, and faculty employeesis triggered by the PeopleAdmin hiring workflow. No action outside of PeopleAdmin is required to initiate an I-9 for these individuals. Form I-9 is not required of those who provide labor but are employed through contract services (e.g., temporary agencies or employee leasing) and those who do not physically work on U.S. soil. Courtesy, Fellowship, and ISCR appointments are also exempt from completing the Form I-9. A newly required appointment is one that goes from unpaid to paid or from Postdoctoral Fellow to regular paid employee. Newly required employees must complete Form I-9 following the steps for new employees above. The process must be completed within 3 days of becoming newly required.

As part of the Immigration Reform and Control Act of 1986, the Form I-9 is used to verify the identity and confirm the employment authorization of individuals hired for employment in the United States. Due to COVID19, the Human Resources staff are working remotely. In order to complete section 2 of the I-9 process, you will utilize a remote agent of your choosing. This person will verify your employment authorization document on behalf of Vanderbilt University.
Current I-9 Verifiers, that have completed the I-9 Compliance Initial Training, will need to complete the annual I-9 Refresher course 365 days from the date of when the new I-9 Compliance Initial Training was completed . An endorsement of the alien’s nonimmigrant status as long as that period of endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form. You will also need need to identify a person who is willing to act on UNCW’s behalf as our Remote Agent. Anyone (your partner, friend, neighbor, co-worker…) can act as Remote Agent; it does not require specific qualifications or licensure.
Human Resources
For departments hiring temporary employees or student employees, please submit an I-9 and Criminal Background Check update request. The request form can be found on SeaNet, under the New EPAF options. The form will guide you through the process, ensuring all required information is gathered. The new employee must return the completed form with copies of the documents provided to the hiring department.
Extension Of Employment

For those working outside of driving distance of a U-M campus, the Remote I-9 process must be initiated by the unit or department administrator. All Remote I-9 requests are managed and processed by the Employment Team located at the Shared Services Center.
